This is proving pretty hard to test. I wrote a script cacheRedistribute.py on live that moves files around to their new path and tested some different distribution schemes, but all of them give the same times. We can't really test it on a page like cache-stress-test which just includes 100 pages, since every time it is the same 100 pages for every request and I think the problem is the OS is smart enough to cache those files in ram.
